James S. Packard
James Stanley, third son of Bill and Maida Anne Packard, was born April 13, 1950,
at Hardtner, Kansas. Jim lived in the Mingona community and attended Mingona and
Medicine Lodge schools. He was graduated from high school in 1968. Jim enrolled at
Northwestern State College to study agriculture.
While at Northwestern he met Pamela Elizabeth Phelps, whom he married April 19,
1969. Pam was born to Robert B. and Ada Rose Phelps at Perryton, Texas, August 12,
1947. She was graduated from Forgan, Oklahoma High School in 1965.
Jim enlisted in the U.S. Army in 1969 and served two years. He was in helicopter
flight training at Ft. Wolters, Texas, and Ft. Rucker, Alabama.
Justin Spencer was born to Jim and Pam on October 29, 1969, at Ft. Rucker. Justin
and his mother returned to Medicine Lodge in January 1970, so that Pam could complete
her college degree that semester. They rejoined Jim in May at Ft. Riley, Kansaas,where
he received his discharge.
Jim enrolled at Pratt Community Junior College and worked in Medicine Lodge on the
farm. Pam was employed at the Barber County Index.
In 1973 the family moved to Garden City, where Jim worked as herdsman for a
registered Maine-Anjou cattle company and worked in a feedyard, also. Pam was
employed at the Garden City Chamber of Commerce as office manager for two and one-half
years. Jim was then employed by a chemical sales company in Garden City. He was involved
in selling veterinary supplies to feedyards, ranchers, and farm supply stores through-
out western Kansas. Pam spent a year as secretary to Earl C. Brookover, a Finney
county rancher, feedyard owner, and oil and gas entrepreneur.
Justin attended Scott City schools and will always remember the long bus ride - two
hours each morning and evening.
On July 8, 1978, Brooke Elizabeth was born at St. Catherine Hospital at Garden City.
She was welcomed home by proud parents and an excited 8 1/2 year old brother. Justin
was an excellent helper for his mother.
October, 1978, proved to be homecoming for the family. They returned to Medicine
Lodge, where Jim joined his brother in farming and ranching. They reside south of
Medicine Lodge.
Justin attends Medicine Loge Primary School. He is a member of Mingona Boosters
4-H Club.
Jim is a member of the Kansas and American Quarter Horse Association and is a life
member of the National Rifle Association.
Pam is a member of the Forest City Ladies Club and Hope Circle of United Methodist
Wormen.
They are members of the United Methodist Church in Medicine Lodge.
